The National Geographic has named the top ten tram rides in the world in a book Journeys of a Lifetime: 500 of the world's Greatest Trips:

• Trams on Hong Kong Island.
  
• Tram 96, Melbourne.

As you might expect it is a little North America-centric. I would add the Vancouver Downtown Historic Railway - see PunchBuggy Passim - and the Christchurch Tramway in New Zealand - both tourist trams but none the worse for that.
